Millin, Philip


MILLIN, The Hon. Mr. Justice Philip. B.A., LL.B. Died 1952. Judge of the Supreme Court of South Africa. Born Cape Town 1888, son of Mr. and Mrs. Barnett Millin. Educated at South African College School and South African College, from which he graduated B.A. with distinction in 1906. Entered journalism, serving on the staffs of daily newspapers in Cape Town, Bloemfontein and Johannesburg. Studied Law as an external student, and upon obtaining his LL.B. degree, commenced practice at the Johannesburg Bar in 1913. Steadily rose to eminence in his profession and was appointed King's Counsel in 1927. Chairman for several years of the Johannesburg Bar Council. Elevated to the Bench 1937. In 1947 he was appointed Chairman of the Company Law Amendment Enquiry Commission, which sat for two years and produced what came to be known as the "Millin Report", because of the prodigious work which Judge Millin did as head of the Commission. He drafted the entire report himself, and it led to important changes in South African Company Law. He was joint author with G. Wille, K.C., of the standard legal work, "Mercantile Law of South Africa." He was for some years Hon. Vice-President of the S.A. Friends of the Hebrew University. He is survived by his widow, Mrs, Sarah Gertrude Millin, the famous South African writer.
